Centre for Certification of Products and Management Systems

The Centre operates in compliance with the requirements of the EN 45011 standard "General requirements for bodies operating product certification systems" and EN ISO/IEC 17021 standard "Conformity assessment - Requirements for bodies providnig audit and certification of management sytems". The right of the Institute to issue certificates for products was confirmed on December 19, 1994 (accreditation certificate AC 018) and for management systems was confirmed on March 15, 2000 (accreditation certificate AC 069).
 The scope of the accreditation of the Centre includes certification of following product:
- personal protective equipment, including:
- respiratory and head protective equipment
- equipment protecting against falls from height,
- protective clothing,
- eye and face protective equipment,
- hearing protectors,
- hand and foot protective equipment.
- collective protective equipment, including:
- protective devices: non-contact safety barriers, two-hand control devices,
- industrial fans,
- industrial air filters and filtration materials.
- machinery, including:
- woodworking machines,
- portable sawing machines for wood with chain saws,
- metal forming machines,
- ultrasonic devices.
- high voltage insulation and protection equipment,
- ladders of general use.
- tools for woodworking
- work clothing
- textile materials intended for protective and work clothing

The Centre for Certification of Products and Management Systems performs certification of quality, environment, food safety, occupational safety and health management systems as well as integrated management systems.
 The scope of the accreditation of the Centre covers voluntary assessment with the requirements determined in the following standards:

Title: The development and maintenance of the competence of a notified body in the scope of the new approach directive on occupational safety and health

The aim of the task was to maintain the status of a notified body in the scope of conformity assessment of personal protective equipment (directive 89/686/EEC), machinery (directive 98/37/CE) and equipment for use outdoors that is required to have noise emission in the environment reduced (directive 2000/14/EC). On June 12, 2009, notification was granted in the scope of directive 2006/42/EC (which has superseded directive 98/37/EC since December 19, 2009). The scope of notification of CIOP-PIB in the field of directive 2006/42/EC covers CE type assessment and full quality control. The status of an accredited body certifying products (accreditation certificate No. AC 018) was maintained, which is an indispensible condition for notification. The scope of accreditation No. AC 018 (6th edition of July 24, 2009) covers all groups of products covered by the scope of notification.
The competence of CIOP-PIB as a notified body was developed through co-operation with other notified bodies in Poland in the field of directive 89/686/EEC within the Agreement of Polish Notified Bodies, which is co-ordinated by the Institute. While this task was carried out there were 4 meetings of members of the Agreement. CIOP-PIB’s competence was developed in the field of the machinery directive (98/37/EC) and directive 2006/42/EC by co-operating within the National Consultation Forum on the law of the European Union in the scope of machinery. Five meetings of the Forum were taken part in.
Co-operation with notified bodies at the European level took place, too; all meetings of the Horizontal Committee of notified bodies in the field of directives 89/686/EEC, 98/37/EC and NB Noise meeting according to the Directive 2000/14/EC, were taken part in.

Title: The development and maintenance of the competence of an accreditation body in the scope of voluntary certification of products and management systems

Description:
The management system of the Centre for Certification of Products and Management Systems of CIOP-PIB underwent an annual assessment during an overview of the management and an internal audit. The resulting assessment showed the management system conformed with the requirements of the PN-EN 450001:2000 and PN-EN ISO/IEC 17021:2007 standards regarding meeting the criteria for accreditation. The activity within certification of products and management systems was also assessed annually by the management council at CIOP-PIB, which confirmed that the Institute’s activities conformed to the principles in the "Declaration of policy on quality".
To ensure reliable and unbiased assessment in certification processes, four programmes were developed: on certification of quality management systems (PR-QMS), environment management systems (PR-EMS), occupational and safety management systems (PR-BHP) and food safety management systems (PR-FSMS).
While the task was carried out, a new "Declaration of policy on the quality of the centre for certification of products and management of CIOP-PIB" was also established. Criteria of certification of the following products were also updated: high voltage insulation and protection equipment, equipment protecting the skin, protective clothing and office seats. As the scope of the certification services has been extended, a new PC-17 procedure "Assessment of compliance of occupational safety and health management systems in accordance with the requirements of OHSAS 18001" was also developed. A "Customer satisfaction questionnaire" was also developed. A questionnaire study was administered to assess the Centre’s certification services.
